Ma Teng
Name: Ma Teng
Ma Teng, 50 year old ethnically Hui man. He was a local government worker involved in poverty alleviation and "visit-benefit-unite" work. Ma Teng was detained in mid-2019 and sentenced on bribery charges, being held at the Hoshut County detention center. His health declined while in custody, and he died in September 2020.
He was put into custody at the Hoshut County Pre-Trial Detention Center on May 31, 2019. In late December 2019, he was sentenced to 3 years and 6 months in prison by the Yanqi County People's Court but would remain at the detention center.
His health worsened significantly while he was in detention, and he was taken to the local People's Hospital after fainting on September 9, 2020 (while being held in Cell 110 of the Hoshut detention center). Ma’s highly documented case shows the level of enforcement that the CCP is willing to place on certain individuals. It shows the gross negligence that the state placed on his health situation and their preference to keep him detained rather than being treated. This case also shows the willingness of the CCP to circumvent wrongdoing by alleging that some care was provided, which in their eyes is enough to dodge negligence.
